It is hereby ORDERED, ADJUDGED AND DECREED: That for the reasons stated in the Court's Order dated September 17, 2026, The Court denies the petition for a writ of habeas corpus, filed under 28 U.S.C. § 2241, for lack of jurisdiction. Because the petition makes no substantial showing of a denial of a constitutional right, a certificate of appealability will not issue. See 28 U.S.C. § 2253. The Court certifies under 28 U.S.C . § l 9 l 5(a)(3) that any appeal from this order would not be taken in good faith and therefore IFP status is denied for the purpose of an appeal. See Coppedge v.
